BHEL has published an open tender T/T212/5/0173N/1 for " FORGING FOR IP ROTOR (ROUGH MACHINED)"  Due for opening on 16.06.2025

Following may please be noted:-

1. EMD  to be submitted by each bidder (details as per Page no. 6 & 7 of attached Tender documents).
2. Performance Security need to be submitted by successful bidder (details as per Page no. 7 & 8 of attached Tender documents).
3. No reverse auction is envisaged. Bidders to submit their offer accordingly.
4. There is a splitting of quantity clause 45 on page no. 17 as:

Splitting is proposed to be done in following manner:

•  Tender quantity as 5 Nos.: Quantity shall be distributed as 3 Nos. to L1 vendor and 2 Nos. to L2/L3/ & vendor.

• If tender quantity gets reduced to 4 Nos.: Quantity shall be distributed as 3 Nos. to L1 vendor and 1

No. to to L2/L3/ & vendor.

• If tender quantity gets reduced to 3 Nos.: Quantity shall be distributed as 2 Nos. to L1 vendor and 1 No. to /L3…

vendor.

• In case tender quantity reduces to less than equal to 2 Nos. Quantity will not be split and no counter

offer shall be given to any vendor. 

BHEL shall give counter offers to other than L1 vendor except highest bidder. In case of non-acceptance of

counter offer by L2 bidder, quantity shall be offered to L3 and so on except highest bidder. In case of only

two techno commercially qualified bidders, BHEL reserves the right to give counter offer to L2 bidder as per

above provisions.   

Above distribution is subject to acceptance of L1 rates by the other vendors. In case of non- acceptance of

counter offer by any vendor after above applicable provisions, the whole quantity would be ordered on L1

vendor.
